THE SEARCH
The Chief Operating Officer of the Illinois Network of Charter Schools (INCS) will join an organization that has distinguished itself as a powerful catalyst for the creation, development, and sustainability of charter schools in Illinois. This professional opportunity is particularly compelling given the Illinois charter school movement’s legislative victory in last year’s state legislative session. The recently signed Illinois Charter School Reform Act of 2009 (or Senate Bill 612) doubled the State\'s cap on public charter schools from 60 to 120. Fresh from this victory, and emboldened by the fact that the White House and the US Department of Education are now led by Barack Obama and Arne Duncan—both sons of Illinois, reformers, and friends of INCS—the Board seeks a Chief Operating Officer to help shape and implement the next phase of the organization’s evolution.
CHALLENGES & OPPORTUNITIES
The Chief Operating Officer (COO) will work directly with the President of INCS and with the INCS’s Board to support the organization’s key initiatives, including policy and legislative advocacy, school quality and expansion, school services, and external affairs. In addition, the COO will execute on a strategic plan developed in the summer of 2010 that is designed to carry INCS through its next three years, 2011-2013. The COO will work in an organization that is clearly at a critical juncture in its evolution. INCS has squarely established itself as a major player in the Illinois charter school community. The passage of the Illinois Charter School Reform Act of 2009, coupled with the growing momentum around the charter school movement across the state and nationally, makes INCS uniquely poised to partner strategically and collaboratively with its members and other organizations to increase charter school growth and performance and advance student achievement in the state. Under new leadership, INCS is poised to accelerate these efforts and become involved in public school reform more broadly for the benefit of Illinois students.
DUTIES AND RESPONSIBILITIES
In collaboration with the President, the COO is responsible for the execution of the organization’s overall efforts and will be responsible for managing multiple divisions within INCS. INCS currently has the support of major national funders and a history of substantial local support, but seeks to diversify its funding base and to grow its development efforts rapidly in the coming years. To accomplish this, the President and COO will work collaboratively to develop an organizational plan that fulfills the organization’s mission, with special emphasis on increasing charter school quality, expanding the charter school footprint across the state, and playing a substantial role in the creation and support of dynamic school reform models for the benefit of Illinois students. In addition, the COO will be expected to:
Participate on the INCS leadership team to direct strategic decisions for the organization;
Help reorient the charter school movement as a pro-student reform initiative in Illinois by thinking provocatively and strategically about the hurdles facing charter schools in the state and identifying effective ways to solve these problems in a fast-changing and dynamic environment;
Partner with the Board and senior staff to design and implement multi-year programmatic, strategic, and financial plans;
Chair weekly staff meetings when the President is unable to attend such meetings;
Manage the work of INCS division directors and ensure those directors’ teams are meeting goals and benchmarks;
Develop a human capital strategy designed to make INCS highly competitive in recruiting, retaining, and promoting high-caliber employees and assist in developing a climate at INCS of professionalism, tenacity, focus, and outcomes; and
Work closely with the President and Board to strengthen existing relationships and develop innovative new partnerships across the state and nationally.
REPORTING RELATIONSHIPS
The COO reports directly to the President of the organization.
