The Watchlist on Children and Armed Conflict is an NGO network that monitors and reports on violations against the security and rights of children and adolescents in specific situations of armed conflict. Watchlist uses this information to urge action by the UN Security Council, other UN agencies and appropriate governments. Watchlist also provides capacity strengthening support to local NGO partners in areas of conflict to build sustainable, grass roots monitoring, reporting and advocacy networks related to violations against children in armed conflicts. The Watchlist is housed at the Women’s Refugee Commission, a member of the network’s Steering Committee. SCOPE OF WORK: The Program Manager has overall responsibility for managing the day-to-day operations of the Watchlist network, including managing communications systems, oversight of Watchlist’s internship program, development of funding proposals and donor reports and budget tracking and management. The Program Manager will be responsible for operations related to all areas of Watchlist’s work, including country reports, capacity strengthening projects and global advocacy on the children and armed conflict agenda. S/he will supervise interns and volunteers and will report directly to the Watchlist Director. ESSENTIAL JOB FUNCTIONS: Manage Day-to-Day Operations for Watchlist Act as primary focal point and manage relations with IRC/WRC for relevant office services and logistics, including human resources, IT, procurement, travel, security, finance etc. Oversee Watchlist internship program, including development of TORs, hiring and management. Represent Watchlist at relevant meetings, conferences and events, including travel as required. Manage Development of Funding Proposals and Budget and Grant Tracking Co-manage Watchlist fundraising including donor prospect research, donor cultivation, donor relations and proposal development with Watchlist Director Prepare proposals, budgets, letters of inquiry, concept notes Prepare interim and final donor reports Co-manage budget and grant planning and tracking, including monitoring grant to date expenditures with Watchlist Director. Manage Watchlist’s Communications Systems Manage overall communications among Watchlist staff and Steering Committee, including weekly staff meetings, monthly updates, conference calls and other communications. Evaluate current systems and develop new systems that ensure timely collaboration between different Watchlist programs. Manage development and maintenance of Watchlist communications systems, including the process of revamping Watchlist website, database and listserve. Supervise the work of Watchlist’s website consultant Gather updates from Watchlist programs; write and update program descriptions and news on the Watchlist Web site Lead Web content brainstorming among staff Manage preparation for Watchlist Steering Committee meetings, including preparing briefing documents, agendas, meeting logistics. Monitoring and Evaluation Liaise with Watchlist staff on project plans, timelines, implementation and evaluation of projects. Support to Watchlist’s Current Projects Review drafts of all Watchlist reports and policy briefs and provide feedback as required Oversee production (translation, design, printing) and distribution (creation of distribution lists, hard copy and electronic distribution) of all Watchlist reports and policy briefs Oversee logistics for the launch of all Watchlist reports and policy papers. Assist Director with advocacy initiatives Supervisory Duties: Supervise Watchlist interns (up to 4 per semester) REQUIREMENTS: Bachelor’s degree required; Master’s degree preferred. Minimum 4 years work experience, preferably in area of communication and/or fundraising; Understanding of international law and the UN system Previous work on funding proposals required; Web- and media-related experience strongly preferred; Excellent writing and editing skills Strong organizational skills: the ability to work effectively in a fast-paced environment, attention to detail; ability to work independently and problem solve; An efficient and organized multi-tasker Strong inter-personal and diplomatic skills; Flexible work attitude: the ability to work productively in a team environment; Management and supervision experience
