The International Rescue Committee (IRC) provides relief, rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict around the world. IRC has worked for over seven decades and today is involved in over 20 conflict zones around the world. Our programs focus on achieving sustainable solutions for people affected by conflict. SCOPE OF WORK: The Senior Business Development Officer/Governance sits within the Business Development Unit (BDU) and works closely with regional and country office staff to design, develop and coordinate IRC’s response to competitive solicitations issued by public sector donors. The focus will be on proposals in the governance sector, although the incumbent will also contribute to business development in other sectors. Proposal design efforts may take place in NY or in the field, in which case international travel to country offices for periods of up to six weeks will be required. This position will also be involved in start-up efforts for governance projects and provide ongoing technical support as needed. Based at IRC Headquarters in New York, the Senior Officer will report to the BDU Director and collaborate closely with other International Programs and Finance staff to ensure that all proposal development and start-up issues are identified and properly addressed. RESPONSIBILITIES: Lead design efforts for governance sector proposals; Manage responses to strategic funding opportunities, including serving as proposal team leader, writer, primary negotiator with partners and prospective partner agencies, coordinator with technical, regional and headquarter support teams, etc; Ensure that all Proposal Response Teams develop project work plans, with detailed activities and schedules while ensuring that schedules are adhered to; Work collaboratively with other members of the BDU, regional units, country offices and technical units; Lead or support project start-up efforts; Provide implementation technical support as needed; Develop tools that will enhance IRC’s capacity to successfully bid on competitive solicitations; Review competitive proposals for adherence to all solicitation requirements; Facilitate post-submission processes up to and including award negotiations; Facilitate institutional learning around both successful and failed funding submissions; Other responsibilities as assigned by the BDU Director. REQUIREMENTS: Bachelors Degree plus advanced degree in international development, political science, or other related field; Minimum 5 years progressive experience with a special focus on proposal development and donor negotiation; Previous work experience with major USG, UN and European donors; Excellent communication and interpersonal skills, including superior writing skills; Minimum of three years managing or supporting governance-related programs; Proven management skills and ability to negotiate effectively with donors and partner agencies; Solid organizational skills: the ability to work productively and accurately while under pressure in a fast-paced, demanding environment; Ability to work in a team environment and independently; Ability to meet unexpected demands and remain flexible; Ability to multi-task and prioritize effectively; Ability to travel, at times with minimum notice and for prolonged periods of timePožiadavky na zamestnanca
