Hudson Planning has developed a working model for nurturing CBOs to successfully develop, own and operate supportive housing. With Ryan White funding over the last 15 years, Hudson Planning turned a creative idea into innovation that works. We were able to test assumptions and better understand the profile of organizations that are appropriate for assistance, the level of assistance required and the scope of project that best suits particular organizations. In order to further improve the model that was developed through past Ryan White funding and continue to assist CBOs in the housing development process, Hudson Planning has secured a three-year grant from the Oak Foundation. Utilizing this funding, our ultimate goal is for the Program to transition from a reliance on grant funding to become entirely self-sustaining by the end of the grant period, primarily through participation in project developer fees. This will require us to develop and maintain an ambitious pipeline of projects and place 80 units in service annually. The Senior Consultant for Housing’s primary responsibility will be to lead the Supportive Housing Development Assistance Program. Specifically, he/she will be responsible for managing a small team working to complete the following scope of work: • Conduct outreach to CBOs who have an interest in developing supportive housing and conduct organizational assessments in order to plan for the appropriate type and level of services. • Facilitate board and staff training sessions summarizing the housing development process, the estimated timeframe, any associated financial burdens and/or risk, and any other factors that may impact organizational operations. • Provide assistance to CBOs to identify potential sites. • Facilitate site control for the selected parcels. • Develop realistic financing plans, and provide intensive assistance with the process of securing funds for both the predevelopment and construction phases, as well as for operations. • Facilitate loan closings and syndications. • Establish effective development teams and partnerships. • Assist CBOs to enter the construction phases of their projects. • Provide construction period project management support to ensure that projects are completed on time and within budget.
