The Senior Program Officer will join a core functional unit that co-owns and co-manages results measurement and evaluation of and for Global Health priorities and program-wide initiatives. We also facilitate teams in pursuing and implementing the learning agendas and questions. We help ensure that foundation resources dedicated to MLE activities are used as efficiently as possible; that interim results are aligned with the long-range strategic aims; and that independent evaluations of the outcomes & impact of our portfolios of work are well chosen, designed, resourced, and implemented. Through our learning function, we support teams to acquire and use the information they need for decision-making and course-correction during the implementation of our strategies. The SPO reports to the Deputy Director, MLE in the Global Health Strategy Team and will have two primary areas of responsibility. The first is to provide MLE support to 3-4 strategy teams to plan for, measure and learn from results and evaluation. Specific responsibilities will include:o Providing guidance on development of logic models, theories of change and action, results, target-setting, and measures and indicators of success.o Co-leading prioritization, development, resource planning, and management of MLE activities and awards for specific strategies, initiatives, and a limited number of priority grants.o Determining, awarding, and managing (together with strategy team leadership), priorities for independent evaluation, including objectives, scope, and study designs.o Facilitating teams in reviews of evidence for learning, and development and application of lessons learned from MLE in annual planning and review; key decision-points in the strategy life-cycle; and as part of periodic strategy refresh. The second major responsibility is to serve as an in-house resource for teams or GH leaders who commission, interpret, and use outcome and impact modeling. Outcome and impact models are an important input into decision-making; scenario-testing; priority-setting; target-setting; public communication; and high-level financial and portfolio management in the Global Health Program. Modeling is typically used to examine outcomes such as effective intervention coverage or scaled delivery; and impact in terms of lives saved or cases averted, including due to synergies among interventions. Specific responsibilities will include:o Supporting teams to decide on the appropriate use of quantitative modeling and estimation, and to advise in sourcing and costing of modeling work.o Providing critical internal technical review and facilitating external peer review of modeling content, methods, output, and overall quality and rigor.o Facilitate, where possible, more efficient, consistent, and rationale use of funds allocated to modeling and the use of modeling results. Applying and assisting in further refinement of foundation-wide guidance on quantitative modeling \'best practices\' in collaboration with the Impact Planning and Improvement unit.Požiadavky na zamestnanca
